LOCATION:

Central Office and all schools in the district/superintendency union

 

POSITION SUMMARY:

Working as a strategic partner on the District’s Central Office leadership team, the Director of Human Resources (HR) is responsible for executing all HR functions for Silver Lake and Union #31 Schools.  The Director of HR acts as a key leader on a forward-thinking team, supports the growth of employees, and furthers the district's strategic goals. A successful candidate will effectively collaborate with many different constituencies, will develop operational efficiencies, and will utilize best practices for HR functions within the district.

Superintendent of Schools

 

CREDENTIAL REQUIREMENTS

  • Master’s degree with an emphasis in personnel and/or education administration
  • HR certification (SHRM or PHR/SPHR) preferred

TRAINING, SKILLS AND EXPERIENCE:

  • Demonstrated knowledge and experience with Federal, State, and local laws and regulations as they relate to personnel administration, payroll and benefits.
  • Experience with labor associations and collective bargaining agreements preferred
  • CONFIDENTIALITY: Ability to access and work with personnel databases and files while maintaining confidentiality is essential.
  • COMMUNICATION SKILLS: Ability to read and interpret documents such as local, state, and federal regulations, policy and procedure manuals, and collective bargaining agreements and contracts. Ability to write routine reports and correspondence. Ability to communicate and speak effectively with administrators and staff.
  • REASONING ABILITY: Ability to exercise independent judgment and apply policies in a consistent manner.

  • Provide leadership to district office administrators, building principals, school committee members and district staff regarding management and oversight of human resources, lead human resources initiatives for the administration, and provide resources and information to district personnel
  • Plan, organize and implement all human resource functions to include personnel, labor relations and regulatory compliance
  • Oversee all talent acquisition functions:
    • Build recruitment and retention plans 
    • Coordinate activities of bias-free recruitment, screenings, and recommendation of employment.  Oversee recruitment to include internal/external postings on School Spring and/or relevant job boards.  Ensure the selection process is inclusive of diverse candidates, complies with federal and state regulations and aligns with current CBAs.
    • Ensure all staff possess and maintain appropriate credentials and licensure at the point of hire and through employment 
  • Interpret and implement policies regarding licensure, classification and assignment 
  • Monitor evaluations of all staff
  • Develop and maintain adequate record-keeping systems for all personnel, personnel actions, contract disputes and legal proceedings concerning employee-management relations
  • Support the School Committee(s)with several bargaining units in contract negotiations and collective bargaining, arbitration, and administrative hearings
  • Analyzes and responds to salary surveys and similar inquiries
  • Supervise personnel record keeping procedures for the purpose of personnel processes compliant with District, State and Federal requirements
  • Assist personnel with work-related concerns
  • Oversee employee background checks including CORI and SAFIS (fingerprint process)
  • Assure compliance with employment laws and regulations, including benefits administration
  • Provide leadership and guidance in fostering employee morale and supportive workplace cultures
  • Ensure staff are provided with an opportunity to participate in an exit interview and assist in recommending and implementing actions that result from exit interview data
  • Maintain all district personnel files in accordance with federal and state regulations
  • Maintain performance evaluation files of all staff in accordance with state regulations
  • Investigate complaints and/or grievances from or about employees (e.g. sexual harassment, pay, personnel, CBA interpretations etc.)
  • Oversee leave of absence processes 
  • Prepare required federal, state, and local reports and associated documentation
  • Serve on the District Wellness Committee to support student and staff health and wellbeing 
  • Perform other duties as required or assigned by the Superintendent of Schools.

The employee may be regularly required to move and travel throughout and around the building(s). The employee may also be required to remain in a stationary position for considerable periods of time. The employee may be required to reach with hands and arms and sit, stoop, kneel, crouch, or crawl. The employee is expected to lift at least 20 lbs (i.e. books, school supplies, etc.). The employee may frequently use hands and fingers. The employee may operate a computer and other office productivity devices (i.e., a calculator, copy machine, printer, etc.).

This position is not classified as Exempt (Professional).

 

TERMS OF EMPLOYMENT:

12 month position
